The Parties to the Nauru Agreement Office (PNAO), in collaboration with the Tuvalu Fisheries Authority (TFA), has successfully completed the first in-country training workshop under the 2026 PNA Compliance Regime Training Programme. Held from 13 to 17 April 2026 at the Tuvalu Fisheries Authority conference room in Funafuti, the five-day training marked the official launch of the port-based trialling of the new POA Debriefing Questionnaire and the integrated rollout of the PNA Compliance Case Register (PCCR) system across the PNA members in the region.

The workshop brought together 18 Tuvalu fisheries officials that included compliance and enforcement officers, observer de-briefers and coordinators, licensing and Vessel Day Scheme (VDS) personnel, together with a PNAO facilitation team. Participants received intensive, hands-on training on:

  • The PNA Compliance Case Register (PCCR) system for case registration, tracking, and inter-party vessel case resolutions
  • Newly endorsed Standard Operating Procedures (SOPs) on observer reports, standard allegation wording in fisheries, observer statement writing, and case responses as Flag State, Coastal State, and Observer Provider in the PCCR system
  • The new POA Debriefing Questionnaire and its integration with the PNA compliance process
  • The PNA Fisheries Information Management System (FIMS) and its key modules, including VDS, FAD Register, and e-Reporting

Participants’ feedback was overwhelmingly positive. They described the training as “intensive and excellently delivered”, and commended the PNAO Team for their dedication in having travelled to Tuvalu to conduct the hands-on practical exercises, which were particularly valuable in helping the  participants understand the real-world fisheries application and integration of the PCCR system, FIMS modules, and VDS operations.

The participants recommended that future workshops allocate more time to practical sessions on the PCCR and FIMS systems. They also expressed strong interest in more frequent training opportunities, suggesting that the programme be conducted twice a year, and looked forward to upcoming sessions on e-Debriefing.

Mr Sam Finikaso, Managing Director of the Tuvalu Fisheries Authority, welcomed the training as a significant boost to Tuvalu’s compliance capacity, noting the transitioning of the Authority from a Tuvalu Fisheries Department. The PNAO team expressed appreciation for the warm hospitality and active engagement shown by all Tuvalu participants.

The Tuvalu workshop has provided valuable lessons, and has set off the year’s momentum for the PNA Compliance Regime Training Programme, that will continue across the PNA membership countries during the course of 2026.
