PNAO and NORMA on PCCR Training

Pohnpei, FSM – The PNA Office recently conducted a workshop in Pohnpei to train officers from the National Oceanic Resource Management Authority (NORMA) on the use of the PNA Compliance Case Register (PCCR), a key system for managing fisheries compliance cases across the region.

The training was designed to strengthen the capacity of NORMA’s Monitoring, Control, and Surveillance (MCS) team in using the PCCR system effectively. Developed under the mandate of the PNA Parties, the PCCR is a secure, web-based platform for logging, managing, and monitoring compliance cases. The system is user-friendly and includes real-time alerts and collaboration features, making it easier for PNA Members to work together on cases that span multiple jurisdictions while supporting sustainable fisheries management across the region.

Core objectives of the training included:

1. Building a clear understanding of the PCCR system’s role in regional compliance.
2. Enabling NORMA officers to manage and track FSM’s national compliance cases.
3. Assisting in resolving outstanding cases and improving future case handling.
4. Reinforcing FSM’s contributions to regional fisheries sustainability.

This was the second PCCR workshop run by the PNA Office, building on the first one held in the Solomon Islands. It’s part of the Office’s ongoing effort to strengthen compliance systems in member countries through hands-on training and practical support.

Initial feedback from participants and other compliance professionals has been positive, with many highlighting the system’s usefulness in improving coordination, transparency, and enforcement outcomes.

The PNA Office will continue working closely with Party members like FSM to strengthen compliance mechanisms and promote responsible tuna fisheries management in the PNA region.
